Functions with a custom eval scope - useful for security or when lk_open’ing multiple different runtimes (only partially supported atm)

  lk_key with a custom context
• lk_query_parse
  custom scope version of super::lk_query_parse
• lk_try_encode
  lk_eval with a custom scope that errors on bad option & can explicit trigger error on no encoding found.
